You should have newlib.library.kmod in your Kickstart, it is part of the basic OS4 system.
If it's not there, something very wrong has happened to your installation.
Edit: Maybe you are missing the latest version of newlib, which was released after Update2? Don't know if NetSurf requires that for some reason. If so, AmiUpdate is your friend.
thanks maybe is something related to AmiUpdate as for some strange reason it broke to me a very long time ago.. for some unknown reason after an AmiUpdate the catalog was broken and with it also the program stop working as it should... so no idea how to fix it..

I had a similar problem with AmiUpdate a long time ago. The catalog file was broken for whatever reason and it led to an incorrect translation, the buttons in the translation were swapped.
I solved the problem by reinstalling the catalog file, you can find it on www.os4depot.net. Install the catalog file manually or use the AutoInstall script via the shell. That helped me.
Otherwise check whether newlib.library.kmod in SYS:Kickstart is in version 53.80.

I can confirm the same inability to establish any connections with NetSurf on my X5000 and A1222, despite being able to use Odyssey and other Internet tools just fine.

Strange....I had always installed test builds before the official release 3.11 and later installed the original release on top of it and it works for me.
Maybe it has something to do with that.
Edit: Maybe Netsurf needs the latest current version of AmiSSL? I completely deleted NetSurf from my system and reinstalled it using the link I posted above and it still works.

I have no issues connecting to Amigans.net with NetSurf 3.11.
My system is a MicroA1 with AmigaOS 4.1 FE Update 2 Hotfix.
My last version of NetSurf was NetSurf 3.10. I have not installed any of the test builds between 3.10 and 3.11.
I created a new drawer for NetSurf 3.11 and installed NetSurf 3.11 into that new drawer and then copied over my Choices file and Hotlist file from my old NetSurf 3.10 drawer to my NetSurf 3.11 drawer. I also renamed my old NetSurf 3.10 drawer so it would not interfere with the new version.
Ok, tried it after booting from my regular, non-beta partition and it works fine except for a warning about needing the guigfx.library to do certain things. So it looks like there may be problems with the next release of OS4.1
