 | Looks like a power supply bypass cap failed, sometimes they just open up, other times they short out when they go. I wouldn't blame it on the PSU, just appeares to be a failed cap, makes a mess, but easy to fix & shouldn't have caused any other dammage if it is.
 Polarized caps like those will blow on powerup if their weak, they fail more then any other component because they take a current surge, Always a good idea to power up a system once a month to prevent bypass caps from discharging.
 
 Reminds me to turn on my oscilloscope again, its blown 2 bypass caps letting it sit in storage too long.
