The mode "1280x1024x75" can't be done with an HSYNCMAX of only 48 kHz. You'll need at the very least 1024x75=76800 Hz, which is way over the 48000 limit you have set in the HSYNCMAX value.
As AmiKit said, change those values to agree with your monitor specs and it should work.
After changing the VSINC and HSYNC values to match your monitors spec, remove all the 1280x1024 resolutions but one which is 1280x1024@60 this should set the same mode your PC is using. If its an LCD monitor then its highly unlikely to be higher than that anyway. You can do the same for the 1024x768 as you only need one entry for each resolution just set the frequency to you monitors recommended value.

Couple other things to check/change. You have FAKENATIVEMODES=No & FAKENATIVEMODES=Yes, you need to make up your mind on which one you want.

The Picasso96Settings needs to be commented out, (Picasso96Settings), & the Picasso96Settings file must not be in DEVS:, put it in sys:storage if you want to save it.
Severin mode off:
Would help if you gave us the brand & model # of your monitor so the specs can be read.
