Is it possible to add "AllowBasePageAccess" after that Amiga OS 4.0 has been installed? i looked into the kicklayout but i didn't see anything about it..

Yes change the bootloader line in s:startup-sequence to :-

C:Bootloader COMMANDLINE "AllowBasepageAccess"
A1XE, A1200T, X1000, X5020, CDTV, CD32 , A500+ A500
OS4.1b / OS3.2b
