You need to use a 48 Gbps HDMI cable for 4K 240hz, lower rated HDMI cables will revert to lower refresh rates. If you're using the cable supplied with the monitor then you're probably ok.
4K 240hz is part of the "HDMI 2.0" spec, I'm not sure if that is a different protocol to DVI/HDMI 1.x that needs driver support.
*edit* The Radeon RX 580 has HDMI 2.0b, which can only drive a 4K display at 60hz and 1440p at 144hz iirc.
I think it can do higher refresh rates through Display Port but I'm out of the loop with OS4, I'm not sure the Radeon HD/RX drivers support Display Port output.
