I have a mpeg1 stream of data I need decode so I can show it in a window..

So I was thinking to use avcodec instead of porting my own stuff..

but where can I get hold of the sdk for it?

If it's just mpeg decoding you need (no other video codecs) you could use libsmpeg.

libmpeg is GPL and its not a Library so I rather not use that.

It's LGPL. The license field on OS4Depot is wrong.

If you want your program to remain closed source you only need to either link libsmpeg dynamically or provide object files on request so the program can be linked with a newer version of libsmpeg if needed.
