I think it exists in beta form or as Hyperion only.
(NutsAboutAmiga)

It is included in the latest public SDK (just look in SDK:Local/newlib/lib/).

but the SDK's one is really old. By the way is not difficult to port it on OS4, even because there is a MOS port also that use almost same OS4 code..
