The left out icons aren't actually stored somewhere (this is not windows ;). They are still in their original place, it's just that they are marked as left out so you won't see them in their original place in workbench windows. IIRC the .backdrop file in the partition root tells the system which icons are "left out" on that partition.

Workbench is a program, not a physical location (Win & Mac).

When I have left icons out, they have disappeared on the next re-boot.
So I think left-out is just for the current session.

if by ''left icons out'' you mean that you drag an icon from a folder or disk
and you drop it on workbench, maybe the answer is yes.
to be permanet you have to sellect the icon in the folder or disk and from menu to choose the ''leave out'' option.

Each partition has its own .backdrop file. If you move an icon from one partition to another, you have to leave it out again in order to add it to the .backdrop file of the destination partition.

Another thing that can happen (this happened to me with AOS3.9, I didn't have a cd-rom drive to install it so I set the wife computers D:\ to shared and mounted it via Samba, unfortunately this wreaks havoc with file protection bits), if the .backdrop file is write protected, everything you "leave out" won't stick either. (protect work:.backdrop +rwd should fix this)
