IIRC DebugPrintF() has everything internal and doesn't use other functions, the rest probably still ends in using IExec->RawDoFmt(), or once loaded the locale.library replacement of RawDoFmt() (with the additional features supported by ILocale->FormatString(): argument positioning, localized number formats, etc.).
