ContextMenus commodity bug

This is an old bug, at least 2 years old. When the ContextMenus commodity launches a CLI program, say due to the following config entry:

Disk,Open in Filer,CLI,AppDir:Filer %f

Then the CLI program will have a priority of +1, which can have rather undesirable consequences for CPU hungry programs. It should have a priority of 0, of course.
