It could perhaps be something strange with the MPEG1-file. Maybe you could run it through VCDGear to see if it has any errors.

Do they still air analog tv anywhere? Well the tvcards also have composite input so you could use them to connect other stuff to.

EDIT: just remembered that cable tv is often analogue

Have you tried unpacking it with either unrar or unzip?
Might work, because many PC-installfiles are packed with Winzip as an exe IIRC.
