What i'm curious about is a program for os4 that shows how much you've downloaded and uploaded and maybe with how long time spent online? Does such program exists? Or can anyone make it?

Did you tried NetMon? It is a network monitor which shows exactly these informations (up- and downloaded bytes, current transfer speed and online time) for all configured interfaces.

I know it's not you're looking for but:

shownetstatus <your-interface-name>
gives you how many bytes were received.
